If you install the "insert images" gadget from Settings/Labs then images will appear wherever they are in your e-mail, though as far as the Moon can tell you can't wrap the text. If you send an image as an attachment then it will appear at the start of your post.
In your Blogger Mobile and Email settings there is an option to save emails
as drafts or not. There is also the Blogger Mobile option which allows posting by MMS, SMS, or Email but does not give you the
draft option.
